Job Purpose: Develop and lead the strategy for all human resources disciplines in alignment with Sycuan's overarching strategy and goals. Leads the successful operation for human resources including talent acquisition, compensation and benefits, learning and development, talent management, employee relations, employee engagement, HR operations and HRIS. The VP leads the team by creating a positive and engaging workforce, enhancing the guest experience and striving for operational excellence by working in an effective and efficient manner. All duties will be carried out in compliance with all applicable rules, regulations and laws. Job Duties and Responsibilities: (Note: Duties and responsibilities may be added, deleted, or changed at the sole discretion of Sycuan Management at any time)

  • This position reports to the Casino/Resort General Manager and is a member of the Casino/Resort executive team as well as the Tribal executive team.
  • Ensure that HR delivers high service levels of customer service to the business.
  • Ensure that a highly talented human resources team is assembled and aligned with the present and future needs of the organization through focusing on attracting, developing and retaining top talent.
  • Evaluate people, process, technology and metrics to ensure human resources is operating at its optimal performance to meet strategic initiatives.
  • Lead talent management and succession planning initiatives to ensure the organization is planning for current and future workforce needs.
  • Lead progressive compensation and benefits initiatives in alignment with the compensation philosophy to attract and retain talent.
  • Drive a positive and engaging culture to become the employer of choice and retain top talent
  • Oversee diversity and inclusion efforts to ensure Sycuan celebrates diversity and is representative of the community in which we live and work
  • Identify competency and knowledge gaps in existing workforce and directs the development of specific training and educational programs to fill the gaps
  • Develop and facilitates leadership development programs as needed
  • Identify human resources staffing needs and develop staffing strategies and implementation plans to meet those needs
  • Monitor, interpret and evaluate legislative and regulatory requirements pertaining to employment and labor-related programs to ensure compliance with all applicable laws/regulations
  • Provide strategic leadership to the organization by participating in Executive Committee strategic and operational discussions, evaluate market and environmental influences, establish long and short term strategic and operational goals and objectives, and initiate actions necessary to implement strategies effectively
  • Provide coaching to executives as needed to address all things related to people and process while ensuring legal compliance
  • Lead the development of an effective performance management strategy to maintain appropriate focus on monitoring performance, rewarding performance and driving the right behaviors across the organization.
  • Develop the human resources budget and monitor progress in meeting the budget in partnership with enterprise analytics.
  • Maintain an awareness of policies, practices and trends within the labor market and develop appropriate strategic and tactical plans that will enhance Sycuan's competitive advantage as an employer of choice.
  • Prepare presentations and present to Executive Team and/or Tribal Council as needed.
  • Lead in a matrix environment.
  • Other duties as assigned. Job Specifications: Education and Experience: Essential:
  • Bachelor's Degree in Human Resources or related field or equivalent experience
  • Ten (10) years of progressive human resources management experience
  • Five (5) years human resources experience in a senior management position
  • In-depth knowledge of Federal and State employment laws and labor-related regulatory requirements Desirable:
    • Human Resources Certification (SPHR, PHR, SHRM-CP, SHRM-SCP, other HR Certification program)
    • Masters Degree in Human Resources or related field
    • Experience managing human resources in a tribal organization Skills and Knowledge: Essential:
      • Knowledge of business strategies and concepts pertaining to Human Resources planning and administration
      • Ability to facilitate meetings, trainings, strategic planning sessions
      • Ability to translate strategy into key initiatives and goals for the HR team
      • Ability to read, analyze and interpret complex human resources related information and documents
      • Ability to research and draft written policies, procedures, materials and documents
      • Ability to develop and effectively implement human resources programs and practices
      • Ability to conduct effective oral presentations to small and large employer or employee groups
      • Ability to analyze complex situations, problem solve and make sound judgments
      • Ability to maintain confidentiality and objectivity in all transactions
      • Ability to provide leadership and guidance to staff
