To learn more, visit www.publicconsultinggroup.com . **Responsibilities****Overall Responsibilities:** PCG's Human Services practice area has an opportunity for an Assistant Program Director of Family Services. This position will be responsible for overseeing two distinct, but inter-related programs designed to support families in their transition from public assistance:The Housing Program is intended to prevent homelessness, stabilize families, support short- and long-term housing solutions for eligible families.The Housing team is comprised of a Manager, Supervisors, Leads, Case Managers, Housing Navigators and Program Assistants.The Pathways to Success/Wraparound Program combines intensive case management and barrier removal services and support.The Pathways to Success team (Pathways) is comprised of an LCSW, MSWs, Client Mentors, Client Mentor Supervisor, Client Mentor Lead, Case Managers, and Program Assistants. The Assistant Program Director of Family Services (APD) provides high-level leadership, vision, guidance and accountability for the Housing and Pathways teams.The APD will ensure department staff provide customer-focused services in a consistent manner across four regional offices.The APD will accurately track program inputs and outputs for internal and external reporting and develop policies and procedures that meet all County of San Diego (County) and State of California (State) regulatory requirements while maximizing productivity of available resources. **Specific Responsibilities:** + Provide emotionally intelligent leadership and support to the Family Services department through active listening, consistent weekly supervision, leading team meetings, and setting clear expectations and goals.+ Ensure Housing and Pathways customers' needs are met timely and courteously by meeting monthly performance metrics established by the County 100% of the time; monitor customer service surveys and provide training on PCG's and the County's standards for excellent customer service.+ Interview, hire, positively engage Family Services staff and model PCG's core tenets of having Passion, making and Impact, promoting Community, and possessing an Entrepreneurial Spirit.+ Empower supervisors to engage in effective performance management; provide continuous feedback to facilitate employee development and optimal job performance through weekly one-on-ones and if needed, performance management tools such as Performance Improvement Plans or Corrective Action Plans.+ Implement best practices, create Standard Operating Procedures, and continuously assess for process improvements; ensure employees are equipped with the necessary knowledge and tools to be successful in their roles.+ Partner closely with the Quality Assurance team to ensure Family Services staff are following internal and external compliance standards and expectations.+ Collaborate closely with County representatives on program expectations, requirements and resolving customer escalations.+ Review and submit accurate, timely reports to the County.+ Support Housing Navigators and Housing manager in maintaining excellent partnerships with landlords, property management companies and private homeowners to maintain an adequate level of affordable housing placements for our customers.+ Ensure all Family Services staff enter data and case details for all customers into multiple PCG, County, and State databases.+ Provide policy guidance and feedback to Family Services manager, supervisors, and LCSW.+ Lead staff through organizational change and transitions.+ Support the professional development of Family Services leadership team and the staff they supervise.+ Engage with PCG's senior management team, County personnel and community partners in a professional, courteous, and timely manner.+ Collaborate with all program stakeholders to identify training needs.+ Must be able to commute between four offices in the Central, South, and East regions of the County+ Stay up to date with County, State, and Federal policies regarding TANF and CalWORKs+ Other duties and special project responsibilities as assigned by the Regional Director.**Qualifications****Required Skills:** + Demonstrated ability to inspire, coach, and provide emotionally intelligent leadership within a fast-paced, policy-driven, high-volume customer-service environment.+ Ability to manage numerous competing and changing priorities and support employees when priorities shift; possesses a sense of urgency to ensure priorities are consistently met.+ Proven experience in successively managing and leading employees to achieve desired program outcomes and performance.+ Strong experience in human services field, specifically in the areas of housing/homelessness prevention, intensive case management and trauma-informed care.+ Ability to connect the dots between a high volume of data points; be able to synthesize and summarize results and make recommendations to the Regional Director+ Ability to expertly communicate program objectives and policies to external and internal stakeholders.+ Superior communication, organizational, interpersonal, and presentation skills.+ Ability to instill confidence and trust by the client through words and actions.+ Experience successfully leading multi-cultural and multi-generational work teams.+ Experience engaging and maintaining strong working relationships with community partners, particularly other housing organizations and social services agencies.+ Ability to develop and evaluate processes and procedures to improve operations.+ Exceptional strength in strategic thinking, analysis, problem solving, process improvement, organizational leadership, and collaboration.+ Demonstrated ability to establish and execute defined goals and objectives to ensure compliance with performance measures.+ Excellent conflict resolution and de-escalation skills.+ Compassionate, people-oriented, and customer-focused.+ Successful candidate must reside within the County of San Diego.+ This is not a remote position, and in-office presence is required to be successful_Ideal Candidate:_ _The ideal candidate is someone who has experience running a TANF or CalWORKs housing team and/or wraparound case management team. They have had experience managing a large team (50+ staff) and is able to understand State and Federal policies and translate those policies to action on the ground. A self-starter who sees the big picture but can execute the smaller picture. They possess experience and comfort presenting to a large audience and can also effectively work one-on-one in problem-resolution, whether with a staff member or a customer. A problem solver who has the foresight to see future problems now and implement solutions and lead others through short- and long-term change management. A leader who is comfortable working with budgets and data, and effectively manages up and down to provide transparency to the operations.
